This PR fixes a potential command injection vulnerability in the `treeKill` utility on Windows by:
1. Replacing `child_process.exec` with `child_process.spawn` for the `taskkill` command.
2. Adding strict numeric validation for the PID using a regular expression (`/^\d+$/`).
3. Adding an `'error'` event listener to the spawned process to prevent unhandled exceptions.

It also improves reliability by fixing an incorrect `Number.isNaN()` check on a string and ensures consistent error logging.

A new test suite has been added to verify these changes across different platforms.
