The infrastructure-tooling team is being renamed to application-infrastructure. This commit adds @Shopify/application-infrastructure to all lines that contain @Shopify/infrastructure-tooling to ensure continuity during the transition. Both teams will be owners until the old team name is fully deprecated.

Summary
The infrastructure-tooling team is being renamed to application-infrastructure. This PR adds @Shopify/application-infrastructure to all lines in the CODEOWNERS file that contain @Shopify/infrastructure-tooling.
Context
The @Shopify/application-infrastructure team does not exist yet but will be created once all CODEOWNER references have been updated. In the meantime, both teams will be owners of the repositories and files.
