Purpose

• Create jenkins CI pipeline to replace circleCI

Summary

• Create jenkins CI pipeline that includes integration test -python3 build and test- python3 and build and test-python2
• Corresponding jenkins PR: https://github.com/SiftScience/jenkins/pull/510

Testing

• See jenkins build status check below
