[BUG] User is able to Report Quest with empty reason

To Reproduce
Steps to reproduce the behavior:

1. Login to the app
2. Select any of the programming languages
3. Select any of the existing quests
4. Select Report Quest
5. Submit Report Quest

Expected behavior
User to not be able to send Report Quest with empty reason.

Report Quest functionality enhanced by updating the frontend form and JS script
