Add GitHub issue templates (bug-report, feature-request, enhancement, documentation, question) and a .github/config.yml contact link; update API and public OpenAPI files, package.json, and wiki/package.json to version 1.4.6. Update wiki/changelog.md with a v1.4.6 entry noting the new issue templates and Docker image metadata. These changes prepare the repo for the 1.4.6 release and improve issue triage for contributors.
When a multi-database TAR archive is detected, rename the dumped file to use a .tar extension, update ctx.tempFile, and emit a log note. This ensures the file extension reflects the actual TAR format instead of the adapter-specific extension. Also update wiki/changelog.md to document the behavior change and adjust headings/emoji (references #25).
Update wiki/changelog.md: set v1.4.6 heading to 'Issue Templates and extension corrections' and change release status from 'In Progress' to 'Released: April 19, 2026'. Reflects final release information for v1.4.6.
