Creation of a resources release to store documentation resources

@jcfr, I'm trying to use https://gist.github.com/jcfr/9c0c0133c2d3fa2b029e6dd2648f7720 to create a release for the documentation files.  The script fails on the following line

```
hub release create -m "${release_name}
```

I suppose is either releases are no enabled or I don't have the permissions to create them. The orphan branch has been created, though.
