What are the criterias for choosing a solution in this repository?

Need to work on that.
When to build, when to choose a managed service? what is our position regarding proprietary solutions? Prioritize Open source.

According to me, when this is possible, I'll be in favor of using Open Source solutions.
However there are a few managed services that are worth using because they're either common services that are available on all serious cloud providers (S3, IAM), or requires too much investment (KMS).
