Add GAIA map workbench graph-view fixture

Summary

Adds a MeshRush crystallized graph-view fixture for the GAIA /map OSM workbench.

Scope

Connects the graph view across:

• GAIA OSM map layer;
• OSM way feature binding;
• GAIA world-model feature;
• H3 spatial coverage;
• advisory OSM route graph;
• Sherlock evidence record;
• OSM runtime-boundary records;
• SocioSphere governance lane.

Non-goals

• No executable routing.
• No live ingestion.
• No production tile serving.
• No safety-critical navigation claim.
• No Lattice RuntimeAsset admission.
