This refactors the commands to be in line with previous refactoring: #322
This adds a gradle command which can generate manifest pom.xml files for a Kotlin project and presumably also a gradle project, leveraging the locally committed
gradlewand a supplied init script (pretty much a plugin).Also added a readme with an example of how to run and upload that.
