Clean up of the bot issues

• add optin and opt outs possibility with a new subcommand Create and handle a list of opt-out repositories #27 Create a list of repositories to run the bot (opt-in) #26
• add ossr records list
• add line about unsubsribe to be part of the opt-outs Add a description to be opt-out in the issue created #28
