Description
Removes the second-maintainer (`@mmcintosh`) sign-off requirement from CODEOWNERS, leaving the project lead (`@lane711`) as the sole owner for all paths. Mirrors the pattern already used for /tests and /www.
Changes
This unblocks merges that previously required a second code-owner approval. Branch protection's `required_approving_review_count: 1` still applies; lead-only PRs will need to be admin-merged or have the protection rule revisited separately.
