FU-P7-T3-1: Prioritize foreign port-owner guidance in mixed broker/dashboard conflicts

Description

Implements FU-P7-T3-1 by surfacing foreign dashboard-port owners in mixed broker/dashboard conflicts across startup and doctor, and adds regression coverage for those paths.

Validation run locally:

• pytest tests/unit/test_main.py tests/unit/test_doctor.py -k 'mixed_state_mentions_foreign_listener or mixed_broker_and_foreign_listener_prefers_port_conflict'
• pytest tests/unit/test_main.py tests/unit/test_doctor.py
• pytest
• ruff check src/
• mypy src/
• pytest --cov (91.64%)

Review follow-up:

• Added FU-P7-T3-2 to SPECS/Workplan.md for the broker-owned-listener edge case discovered during review.
