FU-P12-T3-1: Document unused error_message parameter in MetricsCollector.record_response

Description

Implement FU-P12-T3-1 by documenting MetricsCollector.record_response() behavior for the unused error_message parameter.

• Updated metrics.py docstring to state that error_message is accepted for API compatibility with SharedMetricsStore but is not stored by the in-memory collector.
• No functional logic changes.
• Completed FLOW artifacts (plan, validation, review, archive updates).
