FU-P13-T13-FU-1: Set _stopped_event and _stop_event in _rollback_startup for defensive consistency

Description

Set rollback event signaling to be fully consistent with BrokerState.STOPPED by setting both _stop_event and _stopped_event in BrokerDaemon._rollback_startup(). Added regression coverage for transport-start failure rollback, and completed FLOW archive/review artifacts for FU-P13-T13-FU-1.
