License Levels are not static, but a range

The licence levels are a range and not fixed numbers. This needs to be changed, but first we need to investigate what the ranges for the license levels are. 

20 seems to be the top of rating A, with 2.something I'm not down to a value of license_level 18. Right now I would assume that 17-20 is A.
