[Bug] 2 steam loading visuals

I checked the following before reporting a bug

• I found no existing issues matching my bug
• I found no existing issues matching my bug on the Millennium Repo
• I restarted Steam completely and checked if the bug is still there
• I have checked the theme options
• I use the latest version

Current Behavior

there are 2 steam loading visuals one is the original steam loading visual and the second is space theme loading visual

Expected Behavior

only the spacetheme loading visual should be there

Steps To Reproduce

1. exit steam
2. start steam

Anything else?
