Update the place where we can ask questions

If you use an issue to ask questions it says:

Please use: https://gitter.im/SpectoLabs/hoverfly for questions about Hoverfly.

Only posts that are bug reports or feature/enhancement requests will be addressed here.

But that channel seems dead, the last time somebody actually answered a question was in 2023, after that all questions have remained unanswered.

So perhaps there is a more active channel somewhere? (eg Discourse) or activate the "Discussions" option on this repo?

Sorry, I closed the issue thinking it was done, but it's probably a good idea to change the GitHub issue template where it says to use Gitter. So re-opening.
