CodeAnt-AI Description

Update project checks to run on pull requests with Python 3.13

What Changed

  • Existing code quality checks now use Python 3.13 and are limited away from direct runs on the main branch
  • Added a Django system check on pull requests to catch project setup issues before merge
  • Added a dependency consistency check on pull requests to spot broken or mismatched package requirements
  • Updated the project requirement to Django 5.2.12 and Python 3.13
