Sync Phase 6 follow-up queue and dirty handoff

Context

Workspace sync on 2026-04-23 found agentree active after Phase 6, but no visible open GitHub issue queue. Local branch fix/phase6-review-followup has a dirty AGENTS.md change.

Scope

• Review Phase 6 follow-up state and current branch status.
• Decide whether the dirty AGENTS.md rewrite is intended and should be committed, adjusted, or left for a separate docs cleanup.
• Create concrete follow-up issues for production milestone work after Phase 6.

Acceptance

• Dirty state is explained.
• Next milestone boundary is written as GitHub issues or explicitly deferred.
• No code implementation is started from this issue.
