Goal: Harden admin console with JWT-based authentication, RBAC, and full audit logging.

Requirements:

• Implement JWT token auth
• Role-based access (admin, operator, viewer)
• Audit log all actions

Acceptance Criteria:

• All endpoints protected
• Unauthorized access prevented and logged
