Goal: Deploy production-grade infrastructure with monitoring and reliability.

Requirements:

• Multi-region deployment (3+ regions)
• Prometheus/Grafana monitoring
• Alerting and on-call rotation
• Chaos engineering tests
• Incident response runbooks
• <200ms cross-region latency

Acceptance Criteria:

• Infrastructure survives regional failures
• Monitoring catches all critical issues
• Chaos tests pass
