feat: Build images for ARM

I wanted to achieve the following goals with this PR:

• Build setup image for all platforms (amd64, arm, arm64) and push it to container registry under a single tag,
• Use single Dockerfile for all platforms, preventing duplication,
• Make it possible (and easy) to build the multi-platform image locally and push it to a custom registry.
