Cursor does not change to `row-resize` when hovering over event border

Notice how inconsistently the cursor changes.

It should change to row-resize whenever the cursor is on the top or bottom of an event, regardless of the event's duration or title.

This likely happens if the cursor is over the event's text (title or times), which prevents the event's cursor styles from running
