Cannot DnD an event when its form window is open

Where did this happen?

Local code with an up-to-date main branch

Expected Behavior

When I click an event, it would open the event form window, then if I try to drag and drop the event, the event window should close and I should be able to drag and drop it.

Current Behavior

I am unable to drag and drop the event

Steps to Reproduce

1. Create an event
2. Click the event once to open the event form window
3. attempt to drag the event

Nice catch, you're probably right about it being introduced in that commit.

The description is a little off now, though. You can drag a draft event if you mouse down on the event and hold it long enough for the cursor to change to move.

However, it should also drag if you mouse down on an event and immediately move it, like it does for existing events.

@tyler-dane I discovered that the bug generally affects any event that has its form window open, so I refactored the issue title and description.
