Geography Cleaning Tools reporting false positives for Mexico

For some reason on Ecdysis when I run the Geography Cleaning Tools against our collection it flags every state in Mexico as being invalid, even though it suggests the exact same strings as replacements. See attached screenshot. It only seems to do this for Mexico. All the other countries are fine. At first I though maybe it was due to missing diacritics, but only one of the states in our catalog, Nuevo León, has diacritics.
