This PR attempts to resolve stochastic TBLIS/BLIS build failures (issue #32) by adding C compiler specification and CPU model detection to the CI workflow.

- Added CC environment variable configuration to match CXX compiler for both Ubuntu (gcc-14) and macOS (clang)
