I had to return to specific versions of the Sphinx packages. This should hopefully fix the CircleCI build_docs failures.

sorry @DESm1th . I accidentally updated the wrong requirements.txt file. It should be good now.

I also pushed the updated docs to a new gh-pages branch. The site linked in the repo is live!
