Bumps both action-gh-release steps from @v2 to @V3. Safe now that create-release owns release creation and the upload matrix only adds files, so the v3 already_exists race cannot occur. Validated by v0.6.1-rc2 (@v2 structure, 10 assets) and to be validated by v0.6.1-rc3 (@V3).
