Speed, quickinfo for ryan, tile index, and RAM usage tasks.

• Speed up initial s3 files. Good enough speed for now. But I need to speed it up. (Probably run it before needed on a collection basis rather than all at once)
• Fix out of memory error on huge collections
• Do a pdal/gdal quickinfo on all collections in Ryans s3 bucket.
• Troubleshoot various Tile index problems
• Skip entire collections if they already exist. Rather than individual tiles.
• Use Pandas or Geopandas
