make-tom docs should include branch options

I'm trying to spin up a test TOM with an unreleased branch version of the TOM Toolkit.
I'm sure this can be done with make-tom but it would be great to have this in the documentation.

I'll update the README, and in the meantime here's how I do this:

1. run make-tom.sh and create the TOM
2. in the TOM directory: pip install -e /path/to/your/branch/of/tom_base

This should replace the PyPI-installed version of TOMToolkit in your virtual environment with your development branch. You can confirm this by looking at the TOM's index page and verifying that the TOMToolkit version is 0.0.0 and not the version installed from PyPI.

• (-e tells pip to install the project in "editable" mode)
• the StatReloader should notice changes that you make in your branch of tom_base and restart the development server (runserver).
