This removes
tom_publicationsfrom thetom_baserepo in order to place it in an external app. It will require removal oftom_publicationsfromsettings.INSTALLED_APPSfor any users that do not intend to use it, as well as minor modifications to thetarget_grouping.htmlandobservation_group.htmltemplates.
