I believe this began happening on the previous release.
When dragging the scrollbar, most of the time, the cursor turns into what I think is a "Select Rectangle" icon and the scrolling ceases to scroll.
Here's a picture of what it looks like.
Ok, further testing. This is happening on a database with a large numbers of tables, 1000+
