fix: make default install operational

Summary

• move Azure runtime dependencies into the default package install
• simplify operator and contributor install guidance around the new default
• update runtime dependency error messages and release docs to match

Validation

• python3 -m ruff check src tests scripts
• PYTHONPATH=src python3 -m pytest
• git push pre-push guardrail (lint + pytest -m "not integration")
