Normalizing .flac files in Tauon

I used Foobar in Windows for over ten years. Sometimes, for reasons I don't know, I could not write replaygain tags to some files. So, a few tracks out of tens of thousands were louder.
Fast forward to Tauon running on Linux.
Same issue. I think it's "ownership". I put a "Take Ownership" right click in Windows.
Also, what does this "preamp" do?

What's the actual problem? What are you doing, what's happening, what are you expecting to happen, what's in the log (launch whatever application you're using through terminal)?

In regards to the preamp. You set a lower preamp value to give Tauon more headroom to boost quiet tracks. Positive values are somewhat pointless. So you should set a preamp value of about -10db.

To put it in simple terms replay gain does not work as it should. All of my tracks have been normalized with replay gain so all tracks should be the same relative volume. That's not the case at all. Lowering to -10db just lowers all of the tracks. I just tested this with Audacious. Turning replay gain on and off on tracks that have a wide volume range does what it is supposed to do, normalizing the volume of all tracks relative to each other. It can also be seen in the VU meters. A low volume track get boosted and a higher volume track gets lowered. That's not the case in Tauon.

Tell me which exact tracks are problematic, tell me what the specific problem is (i.e. track A is louder than track B), and how it isn't there on another player (I presume that's what you're experiencing with Audacious).

iirc Tauon's replay gain tag handling isn't as robust as other players(iirc we test one specific tag, I saw other players also test for lower/upper case variants of it) so depending on what format the software wrote it in it may not be picked up - you can also verify this by reading the console output when playing a replaygain track (you may need to enable Debug mode in advanced settings and restart) - you should see album and track replaygain logged when playing a rg track.

Ive identified an issue in that newer R128 format tags are not supported by Tauon. (fix now committed). Though that should only have affected OPUS files as its the only format that has an official spec for that.

So, the Replaygain problem is not being fixed for lossless files even though it's open source?
Foobar, Audacious, and Strawberry, all in Linux Mint, has Replaygain working fine. Lower gain tracks are boosted while higher gain tracks are lowered. Whereas in Tauon lower gain tracks are not boosted.

What preamp value do you use?

Minus 10 as was suggested. All it does is lower all tracks.
