• Label taxonomy seed config.
• Copilot and agent instructions.

• Setup scripts for labels and basic validation.

Validation

• Run scripts/validate-local-customization.ps1 to validate local hybrid customization assets.
• Run scripts/setup-speckit.ps1 and scripts/setup-labels.ps1 before planning operations.
