Fix description of taskana.jobs.scheduler.initialStartDelay and adjust the default #2375
Description
taskana.jobs.scheduler.initialStartDelay is specified in taskana.jobs.scheduler.periodTimeUnit. However, the description says that it's specified in millis. The description should be fixed. The default value of 100 minutes should be lower.
