The GitHub actions are failing, we cannot release 4.5 like this, and must fix this before proceeding. This applies to IoAbstraction, TaskManagerIO, tcUnicodeHelper and SimpleCollections builds too.

Just task manager has a failing test that needs fixing. All others are OK,
