Custom URI v1

This release is pretty cool! Register a custom URI schema on your Windows PC, then use goto://<shortlink> to automatically go to a link of your choosing, or even run any command you would do in cmd!

There's no fancy logo yet, and no fancy editor - just pure XML!

The XML structure is described in detail in the file itself, and also in the README.md
