docs: sync router-store completion and store-devtools progress router-store finished at 12/12 files, 7 real bugs (highest hit rate of any module so far) - was still showing 3/12 in progress. store-devtools is now the in-progress module (3/11 files, 1 real bug fixed) rather than unstarted; its own page still quoted the module-add-time 209 test count instead of the current 191. Retargeted the 5 remaining not-yet-started modules' "queued behind" reference from effects to store-devtools.
