[BUG] QuickScript: skipping AI looks like AI failed and offers retry

Bug Description

When a user chooses not to use AI in the QuickScript export dialog, the UI displays a state that looks like the AI generation failed, and offers a "Retry" option. This is confusing because the user intentionally opted out of AI.

To Reproduce

1. Go to a project Repository
2. Select one or more test cases
3. Click QuickScript
4. Toggle off Generate with AI
5. Observe the UI state

Expected Behavior

When AI is toggled off, the UI should clearly indicate that the export is template-only (no AI) without any failure/retry messaging.

Actual Behavior

The UI presents what appears to be an AI failure state with a retry option, even though the user chose not to use AI.
