Changed the status of testApplyFunctions to MovedOrRenamed

Changes:

1. The test has been moved to 'processing'. You can find the details in the mail I have sent.
2. Kerr0220 has raised the PR for testApplyFunctions last year on Dec 1 2022. The PR has been closed by the developers.
   Link: fix flaky test org.apache.druid.math.expr.ParserTest#testApplyFunctio… apache/druid#13471.
3. Since the test is still flaky. Myself and @yashdeep97 are working on it, I have removed the PR Link and the 'Opened' status. Let me know if this isn't the way to change the status.
