[Issue] Modify the GitHub Action Job - Decrease number of Environment Variables

Description

Current implementation of the GiHub Actions to collect GitHub metrics requires FIVE (5) environment variables. Figure out a way to lower this number.

I think this is probably now moot. I defined the secrets as organization secrets and visible to all repos. If the AI Application Living Guide now spits out metrics, then we know it's working.

If so, I think we can close this as "won't fix".

I confirmed that using organization-wide secrets worked (for ally cat and one of the user guides). At least, it worked after I corrected an apparent typo in one of the secrets 🤦. So, I suggest we close this ticket as "won't fix" and eventually remove the secrets from the individual repos where they are defined (but this is definitely not urgent).

What if the repository is outside of the organization?

Fair. There aren't a lot of them right now, but it would be useful to have less work...
