This commit introduces the initial setup for the `express-test` application, including configuration files for TypeScript, ESLint, Webpack, and Jest. Additionally, it sets up end-to-end testing infrastructure with global setup, teardown, and test support files. The `express-test` app is configured to serve a basic API endpoint.
