docs: correct distribution-channel statuses#23

The dist/ status tables were stale. Corrected to reflect reality: - Scoop: now ✅ LIVE — the bucket is published at github.com/TheAbider/scoop-bucket (was 'pending bucket creation'). - Chocolatey: ⏳ submitted, in community moderation review (was 'pending first submission' — the push has happened). - winget: ⏳ first-submission manifests are pre-authored in dist/winget/1.99.1/; awaiting the one-time PR to winget-pkgs. - dist/scoop/README.md: rewritten — the repo copy is a template, the live manifest lives in the bucket repo. - README.md install section: channel-status note corrected; dropped the stale 'code-signed' wording on RackStack.exe (no Authenticode).
