Add Hub with setup wizard

We need the Wizards Code hub to have an entry from the automated explorer

It should have a setup wizard that will configure the layers correctly:

- [ ] Setup Waypoint Layer and configure the Waypoint and Large Creature Waypoint to use it
- [ ] CameraFollowTarget MoveToWaypoint component
