Currently, a Group Admin appears to be able to move users to any group/system, which can cause accidental or unintended access changes. This is the intended use, Fire Depts possibly using this being able to move users around, take them to their "group" which cancels their subscription, that's why groups have a user limit as well. Moving them from a non public registration group requires that group admins approval. |

When assigning a Group Admin under System settings, the user selector is a very large dropdown with no search or filtering.
With a large number of users, scrolling to find a specific user is extremely slow.
Suggested improvement:
Replace the dropdown with a searchable / type-to-filter user selector
Allow searching by email, name, or username
Not sure if this option already exists or is missing, but it would be helpful to restrict Group Admin permissions to only their assigned group.
Ideally, a Group Admin should only be able to add/manage users within their own group.
