RM-86: Keep multi-panel selection order when editing individual panels

This PR Fix the issue with multi-panel not being in the same order when individual panels gets updated

This PR is required for this to work: TicketsBot-cloud/database#13

Testing

Make 2 panels, make a multipanel with those two panels, update the panel of the first option, should still keep the same position as before
