Description

RM-42
This PR allows the panel and multipanel messages to be edited when they're being edited instead of resending them, which fallback on resending the message in case it can't edit it (if the message is deleted for an example)

Testing

Resend both panel and multipanel, then edit them both and see if the message itself gets edited or gets resend, now delete both the messages and edit them and see if they get send
