I think I might have found the problem. It turns out that on older iOS versions,
contentViewhad clipping turn on. Turning it off seemed to fix it.That being said, I'm not sure if this is good practice or not. It might be better practice to move the dimming view out of being a child of the effect view. I'll need to explore this more.
