A rework of TimelyDataflow/timely-dataflow#765 to use differential dataflow behind the scenes. Roughly, the timely-only one had very poor data hygiene (JSON stored in an
mpscunder a mutex). This version builds a differential dataflow, maintains arrangements, starts streams when clients connect, all that. It's all in a new crate, so should not impact standard DD users. We would need to figure out a publication strategy (a name), but otherwise fairly non-invasive.
